Furthermore, the cause of the problem strictly depends on the user’s computer specifications. That includes the components that they have, as well as the operating system. Since there are so many potential causes of the problem, it’s not fair to say that there’s only one universal solution. Solution #1: Close Unnecessary Apps

Solution #2: Adjust the Time and the Time Zone

Other users who had problems with their Steam download stopping have reported that incorrect time and time zone might be the cause. Steam is a program that collects various data and uploads it to its servers at all times. Therefore, if the info doesn’t match, it can cause issues and crash the program. Follow these steps if you want to set the time and the time zone.

  1. Click on the Windows Icon.
  2. Select the Control Panel or type it into the search bar.
  3. Choose Date and time.

Solution #3: Update the Network Drivers

  1. Open up the Control Panel, either by navigating to it or by typing it in the windows search bar.Windows Control Panel

  3. In the list of devices, navigate to Network adapters and expand it.
  4. There should be two types of network adapters, LAN and wireless. This solution is applicable to both, so there’s no need to be confused.

Solution #4: Limit the Bandwidth

Matching the download speed with the disk writing speed is something that many people overlook. In other cases, people are even completely unaware that something like that can cause issues. Well, it most definitely can! Our advice is to try and limit the Steam bandwidth, and set it to something that’s neither fast nor slow. To do that, follow these steps.

  1. Open up the Steam Client as an administrator.
  2. Click on Settings in the top left corner of the client.
  3. Select the Downloads tab.Steam Download Region
  4. In the drop-down window, select “Limit bandwidth to’’ option.
  5. Choose a speed from the list of available options.
  6. Close the program and launch it again.

Solution #5: Disable Windows Defender

Steam download stopping can be caused by Windows Defender as well. Windows Defender causes problems all the time, that’s no secret. It often blocks programs and sources that it deems unreliable, even if they aren’t. Additionally, some users have reported that their Steam issue was fixed by relaunching the Windows Defender. There’s no real explanation to what causes the issue, but we know that this can be a potential fix. Follow this guide if you want to disable Windows Defender.

  1. Press the Windows Key and R button on the keyboard at the same time.
  2. When a dialogue box opens, type “msc” into it.
  3. In the Local Group Policy Editor select the Computer Configuration tab.
  4. Select Administrative Templates.
  5. In the Windows Components folder choose Windows Defender.
  6. Scroll down through the options until Turn off Windows Defender appears.
  7. Select “Enabled’’.Disable Windows Defender
  8. Apply the settings and click OK.

That’s it. Now, the Windows Defender won’t cause problems anymore. At this point, the users should restart the computer and launch Steam again as an administrator. Just right-click on the icon and choose Run as administrator option.

Solution #6: Enable .NET Framework Properly

One of the most important programs/tools for Windows is .NET Framework. Without it, nothing would be able to run properly, and the users would face problems on every corner. Sometimes, it happens that the .NET Framework isn’t enabled properly. That causes a lot of programs to malfunction, including Steam. To fix Steam download stopping, the user should check whether .NET Framework works as it should. To do that, follow this guide.

  1. Press the Windows Key on the keyboard.
  2. Open up the Control Panel.
  3. Select Programs and Features from the list of available options.
  4. In the new window, select “Turn Windows Features on and off’’.
  5. Now, the users will see a smaller window with multiple check-boxes which correspond to different .NET Framework functions. The user should expand each folder and check whether there’s a check in each box.

  6. Check the empty boxes and click OK.

Solution #7: Delete CDPUserSvc_3elf2 Process

We’re moving on to specifics. If none of the above have fixed the Steam download stopping issues, let’s try out some of the more advanced solutions. We’ve read in the Steam forums that many users have had problems with this particular service (CDPUserSvc_3elf2). It causes the Steam games to download inconsistently, which causes even more problems.

Before the users decide whether they should delete this process or not, it’s a good idea to check if it’s necessary first. To do that, the users need to enter the safe mode with networking. There are several ways of entering the safe mode, depending on the operating system that the users have. For Windows 7, 8, and Vista, the users have to press F8 button on their keyboards while the computer is booting up. That will open up a list of options to choose from. Once the computer is in safe mode, the users can proceed to check the download speed.

We’ll explain how users can check whether their download is smooth or not down below.

  1. Start the computer in safe mode by selecting Enable Safe Mode with Networking.
  2. Launch Steam and try downloading the game again.
  3. If it downloads smoothly, then the problem is definitely the “CDPUserSvc_3elf2’’ process. Therefore, the users will have to disable it. Here’s how to do that.

  4. Click on the Start Menu.
  5. Open the Control Panel.
  6. Navigate to Administrative Tools.
  7. In the window that opens up, scroll down until Services option appears. Open it.
  8. The “CDPUserSvc_3elf2’’ process should be there. Double click it.
  9. Choose the option to disable it.
  10. Click on Properties.
  11. Set the startup type to “manual’’.

Solution #8: Clear the HTML Cache

Our last resort will be to completely reinstall the Steam Client. But before we do that, let’s try out this one last thing. We can try clearing up the HTML cache in hopes of fixing the Steam download stopping issue.

  1. First of all, completely exit the Steam client.
  2. Press the Windows and R Key together.
  3. Type “control’’ into the dialogue box.
  4. Once the Control Panel is open, navigate to Folder Options.
  5. Click on the View tab.
  6. Check the box that says “Show Hidden files, folders, and drives’’.
  7. Click on Apply and close the window.
  8. Press Windows and R Key together again.
  9. Write “C:\Users\<Your Username>\AppData\Local\Steam\htmlcache’’ in the dialogue box.
  10. The users need to change <Your Username> to whatever their username actually is. If they don’t know their username, there are ways to find out. First of all, they need to open the C drive. Second of all, they need to search for a “Users’’ folder. Inside that folder, there will be several subfolders with all usernames that currently use that computer.

  11. Click on the username and open AppData folder.
  12. Open the Local folder, then Steam subfolder, and navigate to htmlcache folder.
  13. Select all items in that folder and delete them.
  14. Press Windows and R Button together yet again.
  15. Type “steam://flushconfig’’ in the dialogue box.
  16. Press OK to confirm.
  17. Launch Steam to check whether everything works properly.

Keep in mind that Steam will probably ask for login information when you start it. Therefore, only clear the HTML cache if you know your username and password. Otherwise, you won’t be able to log back into your account.

Solution #9: Reinstall Steam

As we’ve mentioned, our last resort will be to completely reinstall steam and try to fix the Steam download stopping problem. If none of the solutions above worked, that means that the Steam Client isn’t good. Therefore, this solution should only be used if the users know their usernames and passwords. Otherwise, they’ll get locked out of their own accounts. Moreover, save game files should be backed up in case anything gets lost during the reinstall.

  1. Launch the Run Application (Win Key + R Button).
  2. Type “taskmgr’’ in the dialogue box.
  3. Once the Task Manager opens, close all Steam-related processes.
  4. Launch the Run Application again.
  5. Type “C:\Program Files (x86)\Steam’’ in the dialogue box.Run Steam Folder
  6. Select the following folders and files:
  7. Steamapps — All Steam games will be in this folder.
    Userdata — The users’ information and game progress files will be in this folder.
    Skins — Every skin that the user has for multiple games will be in here.
    Steam.exe — This is the Steam launcher application.
    Ssfn files — It’s a good idea to make a back up of these files, since they contain a lot of authorizations, etc.

  8. Finally, delete everything else except the files and folders mentioned above.
  9. The users need to launch Steam (by using a launcher) and wait for it to finish installing some updates. When the installation finishes, the users will then have to input their login info. Finally, the Steam download stopping issue should be resolved. The users also need to pay attention to log in as administrators. If they don’t know how to do that, here’s a brief guide.

  10. Right-click on the Steam launcher application.
  11. Select Run as Administrator option.
